Jason, some of us aren't explaining something to you very well.
"fine tuning" can be taken to mean that there is some room to "tune" the parameters. If the value of G, for example, can NOT be ANY other value then there is no "tuning" involved.
We don't, as yet, know if it is possible for these parameters to have other values or not. There are suggestions that this is the case and string theory, apparently, produces solutions that allow for it. But we do not know that yet.
