Just thought I'd mention this, since it's been in the news here recently, but we've just this month had two cases go through the Constitutional Court here in the Czech Republic. One upheld the government's right to fine parents who did not get their children vaccinated - since someone had challenged the move - while the other upheld the right of kindergartens and children's summer camps to exclude unvaccinated children if they chose.
I'm a bit in two minds about the whole thing myself. Vaccination rates for the most common childhood vaccines are at near to 100% here already, so making a big public fuss about the few that don't vaccinate seems to risk breathing life into the anti-vaccine movement. But maybe moves to impose fines are what is stopping the vaccination rate from dropping despite the wave of propaganda appearing against vaccines these days.
I don't really know what to think on the issue, but thought you might find it interesting anyway.
