The a in African and the i in University are in line with each other vertically. If you take a step back, you can kinda see a larger vertical "numbing" of the print in line with these two letters. As if the document scanning/reprinting at one time or another was done on a not-quite-perfect printer or scanner. This is not surprising, as even modern printers/scanners still have these issues, depending on their age and cost/quality of the unit. For older ones - such a "numbing" is almost to be expected here or there.
