I understood that atomic decay is basically true chance. That is that while you can predict that some degree of decay will occur over time, you cannot predict which atom will decay when.

Entropy causes organised structures to fall apart over time. All structure is in defiance of entropy.
But in a certain sense entropy can create order too - that is the flow of water down a hill is occurring becuase of entropy, but if it cuts a river channel and thus bounds the flow, the water has become ordered in a sense.
