There is nothing illegitimate about diplomatic embassies. Nearly all nations have them, which renders your point a non-sequitur.
Well, I was answering a direct question. And why do they have to be illegitimate?
Btw, who actually owns the real estate of embassies? Does the US, for example, legitimately own the embassy which we once occupied in Iran and such abandoned properties in other nations?
I'd bet that they do, although whether or not that matters depends on how metaphorical you're willing to get... whether sitting on many waters requires true ownership of the actual land
