Then why is South Africa about to get punished by the United States and the E.U.?Abstain is an actual vote, at the U.N.The abstainers don't count as a "no", so the 2/3s support for a resolution is not affected, but it IS A DE FACTO "NO" to a resolution that calls for an immediate pullout by Russia.
