Septuagint (LXX)
The Tanakh or Hebrew Bible (to differentiate from the Christian OT) was canonized during the second temple era.

So the NT writers did have access to or were taught from the Hebrew Bible or the Septuagint.
True, it wasn't called the "Old Testament" but the writings were available to them.

The verses you printed from Psalm 22 (Message 153) can be applied to any one, if not several, of the the political antagonists that the Romans crucified in the first century. They probably felt the same way. Roman Crucifiction

17: I may tell all my bones: they look and stare upon me.

Of course from the Hebrew Bible we have:
Psalm 22
16 My strength is dried up like a potsherd; and my tongue cleaveth to my throat; and Thou layest me in the dust of death. 17 For dogs have encompassed me; a company of evil-doers have inclosed me; like a lion, they are at my hands and my feet. 18 I may count all my bones; they look and gloat over me. 19 They part my garments among them, and for my vesture do they cast lots.
IMO, since the song is written in present tense, it would apply more to the author's feelings and situation at the time it was written not a future incident.
