Did you check how long the seat was empty before it was filled? Apparently in 1999 when the first meeting was held in the new building it was empty and that's what started the rumors. Ian Paisley is famous for having shouted down the Pope at a European congress of some sort, and for writing about the empty seat,

At the following website I found a
Comment written two years ago by a Stuart B claiming to work at the Strasbourg Parliament, saying the seat was filled then but he gave different names than yours. Perhaps they change frequently?
Because I've had so many people ask about this, I can even tell you who sits in the seat. At present the person who sits in seat 666 in the parliament in Strasbourg is an Italian politician called Clemente Mastella. He has a reputation for being a sleazeball, but it's probably a bit of a stretch to call him the Antichrist.
Someone also sits in the seat in the parliament in Brussels. This time it's a French politician called Michle Rivasi - she's a Green MEP, not very famous, but a fairly nice lady nonetheless. I've met her and I certainly wouldn't think she's the Antichrist, but I'm not a very good judge of character...
Again, how long did the seat, which I think means the Strasbourg seat, go empty before being filled by people presumably not the Antichrist?
(Also, not that I think Mr. Luhan is the Antichrist, but I would point out that usually the Christian Democratic Party is a Catholic party)
